A rule located in the Book of Poetry may be referred to as a poem. Poems have no effect on the game. However, these rules maintain the game properties and relationships of any entities defined in the Rule, such that if the rules are moved to another book, the game properties and relationships of the entities defined in the Rule are the same as when the Rule became a poem.

Page Changes
|
New pages may not be added to the Book of Poems. Pages may not be moved to or from the Book of Poems by proposal, but may be moved whenever the rules specify that this happens, regardless of the page change requirements of the book that the page is moved to or from. The game properties and relationships of any game entities defined by a Poem may be modified by a proposal. Rules in the Book of Poems may also be amended or repealed by proposal. All of these proposals require a simple majority of voting players in favor to pass.

The pages of the Index govern the existence of books in Nomicron. A book is created when a page is added to the Index, and removed when the page describing the book is removed. If a book is removed, all of its pages are also removed.

Page Changes
|
Bibliography entries may be changed or added to the Index when a proposal passes with more than 60% of voting players in favor. The addition of a bibliography entry may also include a page type in the Book of Pages and any number of pages in the new book, which are put into effect if the proposal to adopt the bibliography entry passes. A page in the Index may be removed when a proposal passes with 60% of voting players in favor, except that the entries for the Index, Convention, and Book of Pages can not be removed. The page type of a bibliography entry can not be changed. Bibliography entries can not be moved to another book.

The Book of Pages is where page types are defined. Books, defined by bibliography entries in the Index, must specify a page type. If the page type does not yet exist, the bibliograpy entry proposal must be accompanied by a new page type in the Book of Pages. The Book of Pages is always in effect during a round.

|
Page types may only be added to the Book of Pages through a proposal to create a bibliography entry in the Index. A page type is removed when no remaining bibliography entries reference it. A page type may be changed when a proposal passes with 70% of voting players in favor. If the page elements on the page type are changed, any current pages of that type are not modified unless the proposal to change the page describes how to migrate existing pages. A page type can not be moved to another book.

Any player may at any time add a case to the Book of Judgments. When that happens, the case has a ruling with an empty statement of reasonings and a decision of Undecided, and a judge must be selected for the case. Only the ruling portion of the case can be changed by proposal, which requires 60% of voting players in favor to pass. The judge for a case may also change the ruling of that case. Cases can not be removed or moved to other books.

The Hall of Quotations serves as a record of particularly humorous or insightful moments in the history of Nomicron. They are not intended to guide play.
When a player's quotation is added to the Hall of Quotations, that player gains a Dash of pears if the proposal to add it was submitted by a different player.

Page Changes
|
Proposals to add a page to the Hall of Quotations must have an exact quotation from the public forum or an RFC comment, with the correct attribution. Proposals to add or remove pages pass by a simple majority of votes; pages of the Hall of Quotations cannot be changed.
If at any time there exist two or more pages in the Hall of Quotations containing the same quote, the redundant pages shall be removed automatically. A more complete version of the quotation (i.e. one that quotes a longer segment of the original post) shall be preserved over a less complete version. In choosing between two or more identical quotations of equal length, the one with the lowest page number shall be preserved.

The Spellbook contains Spells. Whenever a random Spell is chosen from it, the probability of any particular Spell being chosen is directly proportional to its Abundance. Exactly one Spell must be selected.
Each player has a list of Spell names, known as his Hand. He may only Cast Spells in his Hand, and when he does so, that Spell is removed from it.
At the start of each turn, every player with fewer Spells than the Hand Size gains one random Spell from the Spellbook.
Each player may discard a Spell, removing it from his Hand, once per game week.
Players may attempt to Cast a Spell at any time during a turn. The player Casting a Spell (its Caster) must state any information requested by the Spell as part of the action.
When a player declares his intent to Cast a Spell, if its Condition matches the current game state, and the Caster possesses Mana that match the Cost, that Mana is removed from the Player's MList, the Spell is removed from his Hand, and the Cast (a note of the Spell, the Caster, and any additional information that particular Spell requires) is added to the Stack.
During each interim, each Cast in the Stack is taken in last-in-first-out order, and has any Effect evaluated. Spell Effects may modify the Stack contents. Each Cast is removed from the Stack immediately after its Effect is evaluated.
The details of all changes to the stack made since the most recent turn start are viewable by all players.

Persistent Events are added to the CAD when a page describes an event as "Persisting as" some clearly marked text. (eg "This event Persists as 'flooble klooble'.", or "...as this paragraph:")
This string may contain parameters - strings enclosed in square brackets, [thus]. Parameters (including their brackets) are replaced by the text they describe before the page is created, in a grammatically correct manner. For example, "[the administrator]" becomes "Jef" at the time of writing. Any square brackets in a Parameter's value are ignored. If any Parameter's name contains any square brackets, or the string contains any non-matched square brackets prior to substitution, the event containing the "Persisting as" clause fails.
Once Parameter substitution is complete, a Persistent Event is created in the CAD, with the smallest permitted number as its title, the page describing the event that Persisted as its Source, and the fully-substituted string as its text. A Persistent Event's precedence is initially the same as that of the page that describes it.
Persistent Events may only be removed by events described as doing so in a page. The Persistent Event or Events to be removed may be specified in any manner, as long as all Persistent Events are clearly either included in the set or not.
Persistent Events may not be modified.

Every turn, the Minister of Complaining shall create one page in this book. Upon so doing, he shall receive a Peck of pears. If he should fail to create a page during any turn, he shall lose Several pears.
The Minister of Complaining may change a page in this book only during the turn in which that page was created. No other player may change a page in this book, nor may any player remove pages from it or move them to another book.
